Let's ignore the driver bottleneck on your mali GPU which you'll hit for sure, this CPU might be fine to get up to 30% in very light games, such as New Super Mario Bros Wii.
As your GPU driver might improve without us doing anything, this might be quite a realisitc assumption.
Big improvements on the CPU? Unlikely. Our jitarm64 is already quite well optimized, low hanging fruits are very rare, and the proposed but not implemented optimizations won't speed up more than 2 times all together. And to sum this up, nobody is working on them right now...
Please keep in mind, dolphin still lacks good performance on many mediocre notebooks. Also *very* high-end mobiles are by far worse.
