If you want to play it safe , you could choose AMD R7 240 (30W) and it should run game at 2x or 2.5xIR
Why not just replace the PSU? That and a suitable GPU would certainly be cheaper than building a PC if the original poster's needs are this simple.
It looks like they have a system with a really small case, which doesn't fit ATX power supplies.
And at that point it would probably make more sense to just upgrade the entire rig and build one from scratch. I'd wager you could get a machine to run Dolphin in the $600-$800 range. It wouldn't be top of the line, but subtracting a few of the extra things in my rig, I'd be right in that price range, and I still think I have more than enough power for it.

They asked if their system would work and what upgrades they could make with that system to make it work.
Also, you can make an emulation machine that runs Dolphin as well as top end machines for about $300.

A big part of why I post, even in threads I didn't create, is to expand my own knowledge as well. Thank you for correcting me, that's a big price difference.
The OP could get a higher rated SFF power supply to support a better graphics card.

His PSU is not rated as 80Plus Gold or sth like that . Therefore , it won't deliver near the max 240W , more likely between 170->190W (70->80 efficiency)
Not to mention , PSU will degrade over time .
GTX 750 low profile (probably less than 55W) is a little bit too much already
PSU efficiency does not work like that. It's about the efficiency of the AC-DC conversion. A 70% efficiency 240W PSU will pull ~310W at the wall socket.

I read that i5 processors are preferred since they don't have hyperthreading, but since these aren't the newest processors I figured the better performance would be better though.
The i7 has a higher speed, and since they're from the same generation, clock speeds can be directly compared.
The Nvidia 550 Ti will absolutely smoke the AMD 6450. I don't think the 6450 supports some of the latest OpenGL/DirectX 12 features, but the 550Ti does.
