EDIT3: Tried a third time and instead of putting the MSVCP140.dll into system32 or systemWOW64, put it into the dolphin folder, and got the 0xc00007 error again.
Literally this is your issue. People have already told you not to touch individual .dll files.
You need to download the Visual studio 2015 x64 runtime installer and let it install itself. If that doesn't fix the issue, because you messed with individual .dll files, you need to remove every single .dll file that you manually placed somewhere. If you can't do that, you may need to reinstall your OS.
Sometime ago I had a rare issue where I got similar errors even through I had installed the required runtimes and I didn't have manually downloaded any DLL. Importing the REG file I attached solved the issue, but I recommend backing up the value of the reg key before trying this.
If even that doesn't fix your issue, I strongly recommend reinstalling your OS from scratch...
