This is the laptop I want to get. Would it be good enough to run Dolphin?

If not are their any cheap alternatives that would work well?
It won't run Dolphin well and you will have to stick with lowest resolution . Besides , it will overheat when running Dolphin anyway , like most multi-media notebooks do
You should spend a bit more and get a gaming laptop that has 3 heatsinks like this one
http://www.amazon.com/Dell-Inspiron-i755...=dell+7559
The i7 4510U is an ultra low voltage Dual Core CPU with HT , the i5 6300HQ is a true quad core CPU
Before you ask if there is anything cheaper that will work okay with games and emulation, no.

^ that laptop he linked is pretty much the cheapest laptop you can get that has decent thermals, and a good CPU.

When you go from a desktop to a laptop form factor, you have to pay a significant premium.
That looks like what I need, i'm thinking of getting the upgraded version with a 1TB HDD. Will it run most games at solid 60fps without too much heat?
That laptop is a pretty fracking good deal. You won't be maxing games at native res and 60 frames, but it shouldn't be too hard to reach 60 frames bumping a few settings down.

As for thermals, it keeps the CPU and GPU on their own heatsinks so as long as you have good ventilation (A flat hard surface), thermals will be fine.
My i7 4700MQ + GTX 860M run pretty much all games full speed at 2560x2112 , i5 6300HQ + GTX 960M will have similar result if not better
The performance guide will come in a handy for that
I think they were talking about PC games in general.
