Using, the bisector, apparently the first build with the error is 4.0-5407, which doesn't exist. In my testing 5406 is the first build with the issue, and 5402 doesn't have the issue.

Yeah, my bisector has a few bugs that I have fixed on my local copy of the source, but I've been rather lazy and haven't finished it >_>;
In any case, Dolphin doesn't slow down wifi. Something is very wrong with your system.

Yes, I guess there's some kind of hardware issue. But what I don't get is that so far I've only noticed this problem with Dolphin Emulator, when I tried to play and watch a youtube video at the same time.
I'll replace the wireless card and see if anything changes.
Lets do a check of your Windows install. Run command prompt as Admin, and then run the command sfc /scannow

Windows Resource Protection did not find any integrity violations.
I'm going to suggest something REALLY stupid. Maybe his system creates some sort of RF interference under load?
I've seen weirder things.
But from the video posted, WiFi drops performance as soon as Dolphin is opened, not even a game was loaded before the issue occurred.
@p1r, did you try a clean Windows install, from zero? That would probably help a lot to identify if it's a software or a hardware issue...
It's a LibUSB issue. AKA - Not our responsibility

I still can't get how a USB library would interfere with a wireless network card connected through PCI Express. Sounds more like a hardware issue to me than another libUSB issue...
