Alright, so, I'm playing Rune Factory: Tides of Destiny and i'm using save states. Everything was going good, but about after a week of playing, i go to load a savestate i have, and instead of loading the savestate, it just says "Decompressing State" and continues from where it was before i loaded

Savestates aren't the most reliable way to keep progress. There's not much you can do.
I don't know if this will fix your problem, but you absolutely should not be using 4.0.2. Download the latest development revision from the downloads page.
It won't fix their problem. Savestates are tied to the version that created it. So even if they didn't use a 2+ year old trash build of Dolphin they wouldn't be able to load the state at all.
It probably saved improperly. Hopefully you have a savefile. Also, with Rune Factory you may have to wait until it's in-game to load state.
