how come i can't download this version of dolphin for windows

The Windows buildbot(s?) haven't built the latest versions yet.
The buildbot was updated to Visual Studio 2015 Update 2, and Dolphin doesn't support building on that because of a problem. There will hopefully be a fix released soon so that future builds will be available on the website.
