Use a newer version of Dolphin. This setting doesn't exist in 4.0.2.

Okay, well now that I got the latest version of dolphin, the video works! BUT,for some reason the audio starts off normal and after like 10 seconds it goes to crackling fizzy static. Any ideas how to fix this? Should be an easy fix, right?
Make sure in the audio section of config your audio backend is set to HLE.
If you're using OpenAL, switch to XAudio2 and see if that works. This is just a guess, but if you use OpenAL and set the latency really low, the audio gets corrupted really easily.
