I'm new to Dolphin.  

i5 2500 3.30
10GB Ram
HIS Radeon HD 6570 low-profile 1GB


I've been running the Radeon 6570 fine for a few years. Recently loaded up Dolphin Emulator for Wii games and I'm unable to play the games in 1920x1080. It stutters a bit and is slow.

I just went and bought the Nvidia GeForce GT 720 thinking the 2GB vs 1GB would help, but is this a downgrade or upgrade?

They are both horrible. You want to invest more money into your GPU.

Downgrade . HD 6570 is 30% faster than GT 720
idk wherever GT 720 is based on Fermi architecture or Kepler architecture . If it is the later then it will fully support Directx12 which is up to 50% faster than Directx11 . If you use Windows 10 x64 , you will be able to select Direct3d12 on graphic settings
If you don't notice any improvement via directx12 then it's based on older architecture : Fermi which does not fully support dirext12
Anyway, you should return it and buy GTX 750 low-profile instead . GTX 750 is based on Maxwell which is newer than Kepler and its power consumption is really low : 50W (low temp)

Awesome! Thanks! After some more research last night I landed on returning the GT 720 and looking for a low-profile GTX 750 Ti

I am also re imaging my HTPC this weekend from W7 x64 to W10 x64.
