I've seen a YouTube channel 64ios he played ssbb and ssbm a lot smoother then my s7 we got the same devices. I was wondering how he got it to smoother then mine.

Nice, hope it'll be merged to a master so we get everything ready for a proper es3.2 release in mainline drivers.
The only v145 with hidden base_vertex it's a Google's one, I'm now thinking it could be a custom driver that Google has requested from QC. Other v145s I've tested with a hacked build doesn't appear to work:

I have tried several ways but I can't get it to work in paper Mario in my galaxy s6.
Also in the dolphin bug tracker someone answered that bbox emulation require ES 4.3 because the old bbox emulation for old graphics cards isn't supported in newest builds
could you tell me the correct way to do it, I appreciate it please.

ES 4.3 isn't a real thing.
With desktop GL it requires GL 4.3.
With ES it only requires ES 3.1.
Bounding box is default disabled due to games enabling it and not doing anything with the results, resulting in those running slower.
You have to enable it manually in the INI files.

My problem is related to Professor Frankly's .freeze and can't open the gate.
The wiki page says that require efb to ram. So I disable it efb to texture but still stuck at this part.

I got these answers in the dolphin bug tracker https://bugs.dolphin-emu.org/issues/9460
It works fine on the X1. But you mali driver just does not support it.
