Not pretty, but it seems to work.

I am also having problems with recent Dev Builds. In previous builds I could run these games at the same settings with no problem. In the recent builds, in full screen mode, the game will sometimes slow down to exactly half speed (30fps in most games) until I quit or apply the fix below:

I've also found that there is a quick solution to this, pressing the Windows key on my keyboard changes focus from dolphin to the task bar, and I've noticed that when the focused window is not on dolphin, the game will speed back up.

This is an odd problem, and I've tried lowering the graphics and turning off audio settings and it still slows down.

The games I've tried are SSBM and Mario Kart Wii, both occasionally slowing down to 30fps.
turn off vsync.
