Anything that is possible with GPU rendering is possible with CPU rendering. CPUs can do pretty much anything you can imagine as long as you can write the code for it, although not always as fast as you would like. GPUs on the other hand are mostly limited to doing a limited set of particular tasks that they support. So to answer your question, yes.
This is my 3DS homebrew. Isn't it lovely?

Trying to make a basic framework for 2D stuff. I can draw lines and blocks. That should be enough to make Pong :p

And yes, I'm testing it on my 3DS (not just citra).
Whoa, when did you start doing 3DS emulation?
Not me. bunnei, archshift, neobrain, Subv and the rest of the Citra team have been doing everything. I haven't contributed anything yet, but I bought another 3DS and Cubic Ninja with that purpose in mind. Right now I'm just making homebrew to familiarize myself with ctrulib and how the 3DS works in a general sense. Hopefully though I can make some interesting homebrew or demos as well.

I just know the emulator uses a citrus for it's logo, why don't they be like us, logo of a dolphin and also called dolphin Tongue
Because in English it doesn't mean anything. They called it that because the codename for the 3DS was CTR.
