I have tried using THIS tutorial to activate some cheats in Dolphin emulator, but have no luck in getting in to work

After saving the code to the game config file I still see no games showing up in the Gecko tab. I am unable to get any Download Codes from the Wiird Database, as I get the error "Failed to download codes". Also, if I got to 'Tools' > 'Cheat Manager' the 'Gecko Codes' & 'AR Codes' Tabs are empty.

I have also tried putting the codes in the AR codes section of the game properties, and can see the code names in the AR tab, however the games loads and nothing has changed.

Here is the copy of the RMCECT.ini game config file located in /home/user/.dolphin-emu/GameSettings:

I'm not sure what's going wrong, but you shouldn't be editing the files in the Sys directory.

As mentioned, I followed the instructions in the tutorial to a T. The system files were all mentioned in that tutorial. Besides, these are not operating system files. They are configuration files for Dolphin. =)
That tutorial is 5 years out of date.

yup, the internet gets old fast doesn't it? Is there a way to do this in 2016 ?
You use AR codes, so just use the add-button on the game properties. Make sure that there is a checkmark at the cheat and "Activate Cheats" under Config -> General.
Also some cheats doesnt work right without the original AR software (source: from a video from dolphin, which showcased unlicensed stuff, but might have changed)

As I said in the original post, AR codes are entered, and the cheats is ON in config -> general.
As for AR software maybe this is where the problem is. where do I get AR software to enable cheats to work?

do you have links for the video you mentioned?
I may have discovered the problem. There are numerous versions fo Mario Kart Wii floating out there. I had the RMCECT version, and was inputing codes for other versions, which I think will not work. I am getting my hands on another version that I know has codes for it. I will post the results of my experiment once I have installed the game and run the appropriate codes.

While this may be a solution for the matter of AR codes, it still does not observe the problem with getting Codes from the Wiird Database, as I get the error "Failed to download codes"
Well, I must say sadly the problem has not been resolved. I got the Mario Kart Wii [RMCE01] version, installed it, played it (it works fine). Then added the AR codes from http://geckocodes.org/index.php?chid=R&r=*&l=m and inputed them. That failed to work so I tried the Gecko option (which I did make some progress with). About 200 or so codes downloaded onto the game, and I can pick and choose which ones I want to use, but as soon as I launch the game, nothing is different.

What is going on here?
Just to be sure, you are using the latest version of Dolphin, right?
