What speeds did you get out of it?
There used to be a bug that would cause the tower of the gods to have a few lifts bug out, but that was fixed a couple months ago.
Don't think there would be any game breaking bugs after that is fixed.

It depends on the area.
But is full playable at good speed. In some areas run a full FPS.

No. The game works perfectly on my Nvidia Shield TV
When it rains, it's low for 20 seconds.
Shot in the dark, but try turning off per pixel lighting if that's even a UI option in the Android version. Some games have weather effects that cause per pixel lighting to go nuts.
