Linux version is slower than the Windows version, it also contains more problems than the Windows builds. In my testing Dolphin has ran about the same regardless of what Windows version I used, I got the same speeds on XP x64, Vista x64, and Windows 7 x64.
Right now there is a large bottleneck in graphics emulation, so if you have decent hardware the speed you get is about the best speed you'll get across the board. Once the emulator becomes more stable and most of the performance issues are ironed out you might see some operating systems performing better than other "heavier" operating systems.
Anyone who currently sees a speed increase by switching to a less heavy OS probably doesn't have very good hardware to begin with, but for those of us with decent hardware the overhead of a heavier OS is so minimal that it wouldn't make a difference of what Operating system you used.
