The RC version was present at GIT specifically for the official testers to test regressions / issues at the games. the actual 1.4 release will probably come soon on the website.
about 1.3 : It's the version tag for the latest development builds , you can find the binary release for them in the git builds at downloads section of the site.
Oh. The RC isn't meant to be tested by users? My bad then.

I'm not sure what you mean by generally
If you meant accuracy, then yes. OpenGL seems to accurately reproduce lots of effects which the D3D11/9 renderer doesn't seem to reproduce.
OpenGL has gone through a lots of improvements recently but the only disadvantages seems to be the demand on resources for reproducing these effects accurately as the accurate blending is done through a fragment shader. also there were few discussions on the forums that AMD drivers seemed to have a few performance issues on OpenGL while Nvidia seemed to do pretty well.
that's why most folks recommended D3D11 for those with AMD graphics card since OpenGL seemed to suffer some performance issues on AMD drivers. Gregory had to do a lot of exceptional cases for AMD drivers to make sure that they run decently enough.
Hence my suggestion would be to use Opengl for Nvidia , D3D11 for AMD. but definitely OpenGL is the better renderer with emulation accuracy in mind.
Yes I meant accuracy. I have a pretty good Desktop so performance impact don't bother me for now. I tested the new OpenGL renderer, it's really nice.
Actually, OpenGL is doing very well on my old and weak 2008 MacBook, it's even faster than DirectX9/11 in some areas. I only tested Persona 3. A battle sequence, laggy with D3D, is now pretty smooth. Of course, some OpenGL options are unsupported by my 9400M and graphical glitches appears in some areas where my GTX 770 is fine.
1.4.0 is running very nice. I'm using the OpenGL renderer (software), and it's a lot less glitchy than 1.2.1. They certainly did a nice job with this release. Currently playing R-Type Final.
I just use whatever their latest master is whenever I feel like playing a PS2 game.

Stable versions additionally have profile guided optimizations compared to the normal release builds.
