Thanks for the reports, figured out what's going on - this is fixed in 'v0.98' on the first post. Depending on your system configuration, you may or may not have been affected by this issue (which is why I missed it at first).
Do you plan to add Vulkan later?

I'm sure they will. If Vulkan comes out, it will be so important, that it won't be just one developer working on it. It will be many developers and it will be developed in a much faster rate.

Also given the fact that vulkan is supported under android, imagine how it will benefit the mobile versions (also well as older windows, linux, but that's a given)

Thanks for reporting - I don't see any obvious causes in the DX12 backend, as the 'fail' messages in the log look to be just reading textures from the disk, not interpreting them in the backend. How much GPU and system memory does the machine you're running have? Might be related to that..
8 gb of vram and 16 gb ram. Doubt that's the issue.

Dolphin Janyary's Progress Report says the following:

4.0-8583 - HiresTextures: Also look for directories with 3-character IDs by JosJuice

This simple change allows Dolphin to use a texture pack on any region of a game. This means that if there is an NTSC texture pack for Super Mario Sunshine and some of those textures are identical in the PAL version, a single GMS texture pack folder can be used for both games. This will make creating texture packs for multiple regions easier and more compact. Prior to this, the NTSC texture pack would have to be in GMSE01, the PAL in GMSP01, and the NTSC-J in GMSJ01, etc.
