Thanks for reporting this, turns out the download server now requires TLS 1.2 which I could not enable using .NET 4.0, so I had to retarget to .NET 4.5 and enable that. It now works as expected. Download the fix here and make sure you download and install .NET 4.5 runtimes.

Could you look into it?
