Ah thanks, yeah its the "only on Sync or 1+2 the LEDs will flash and it will stop as soon as pairing is initiated".
Hopefully connecting it to the Wii will fix it.

So how goes it? Did you manage to unbrick your wiimotes? Like others, I've been lurking on the PR on this development.

My non-TR is luckily not bricked, so i was able to continue working on it.
Also my Wii U Pro Controller sometimes works with Windows 10 (due to some special procedure, that works only on the second or third try, and includes running my test software in the very time frame the Wii U Pro is connected, but has not turned off yet. Plus my level 3 Computer Scientist & Geek Aura). So it seems they really just need to be connected to the Wii/Wii U once to unbrick them.
Anyway, so far i am finished with the PR, as it is currently RFC: https://github.com/dolphin-emu/dolphin/pull/3245
And it seems that everything is working, but i don't know whether is has been fully tested yet and when it is going to be merged.

It is merged now. It was so much better than the old code and even has working Wiimote audio on -TR Wiimotes.

Congratulations for taking down a problem that has been around forever!
It's been a known fact that -TR -remotes won't work with Windows, unless you buy Dolphinbar or install Toshiba stack. Toshiba Stack (I guess) isn't easily/officially available, at least the registered legal version of it. And it won't work (easily) with all BT adapters. Dolphinbar is still a good solution, but requires the monitor to be near the computer for the USB connection if you also want to use it as a sensor bar. Desktop setting? Sure, no problem. HTPC in a separate cabinet and a projector / wall mounted TV? I'd prefer a wireless sensor bar.
And while non-TR-Wiimotes are still available (used), the numbers are inevitably diminishing. I confess, this very fear of breaking my only fully Windows-compatible non-TR-Wiimote led me buying 4 (!) more of them in the last 5 years. Including a golden Wiimote+.
Now that I don't use Windows 7 anymore and your fix actually makes -TR Wiimote audio perfect, the advantage of owning five genuine non-TR Wiimotes is gone and I could enjoy the Wiimote audio if I just bought new Wiimotes today. Oh well, at least I can use the easy 1+2 connection method

@degasus: There is no Usermode API for L2CAP on Windows 
Maybe you should update the Controller & Wiimote Plus Connection Guide soon. Wiimote Plus ("-TR") are working on Windows 8+ and need to be paired via the Sync button. 1+2 Pairing does not work.

My biggest curiosity right now is why regular Wiimotes (non-TR) still have broken audio. I'd like to see that at least investigated in the near future.
