What would be the best settings for running GameCube\Wii games on my PC?

I can't seem to find the right combination of settings.

Here's my specs:

OS:  Windows 10 x64.

CPU:  Intel Celeron G1610 2.6 GHz Dual‑Core.

MB:  MSI H61M-P31 (G3).

GPU: Gigabyte Radeon R7 240.
Well, for starters I have to say that you probably aren't going to run anything too demanding at more than 1xIR with that computer. I don't know which settings you have already tried and what has worked so far (maybe you could clarify that a little bit?) but as I said the first thing I would do is to set the resolution to the lowest possible setting and go up from that.

Depending on the game there can also be different settings that give a free speedup, so I'd play around with those. Here is Dolphin's official compatibility list (including the game-specific settings), if you haven't tried it already: https://dolphin-emu.org/compat/
IR won't be an issue. They have a dedicated GPU. They can turn that up without any problems. Doesn't matter if it's low end. A low end AMD or nvidia GPU still outperforms an Intel GPU by leaps and bounds in Dolphin.

Their problem will by their CPU. It's not great.
