Dolphin needs speed hack to have full speed on that specific area
Cemu seems to run Zelda TP HD flawlessly ..and may be even better than Dolphin

if zelda TP HD isnt just an upscaled version of the gcn/wii version, but a complete rewrite, then it shouldn't be compared to dolphin's performance.like comparing Oot 3d to Oot 64.
is TP HD a complete remake, or an upscaled version with some changes?
Since we now Nintendo uses Unity to develop their WiiU games, is it possible that an emulator can exploit this to make a big and very fast HLE implementation?
Even though it's just an upscaled version, it's possible that the minimap quirk that hurts Dolphin's performance so much has been changed to something else.
The map is half-broken though

Nah, not flawlessly. E.g. in those woods (just a few minutes into the game) everything is pitch black.
