Many games seem to have 7-10 FPS in game, which is pretty decent if as he says there's little optimization. Dolphin at release had like 2-3 FPS. So I'm guessing today's hardware compares better to the Wii U than old hardware did to Dolphin? Or is it maybe missing tons of EFB shit that will slow the emu down?

It is not uncommon to see a newer emulator become better than a previous one in the long term. The first n64 emulator was surpassed by Project64, Bleem for Playstation 1 was surpassed by epsxe, no$gba was surpassed by desmume for ds, chankast for dreamcast was surpassed by nulldc, etc. You still think it is difficult to happen in the longterm because you saw some screens from windwaker ingame with cemu? It happens all the time....
You're going to need a lot to beat Cemu at this time, looking at it's update progress.

Don't worry, Decaf will indeed surpass Cemu at some stage. Cemu is just relying on hacks to make the games work, not emulating the actual Wii U's instructions. Heck, in one of the videos emulating Mario Kart 8, it showed "Press P to start!" on the title screen, instead of showing "Press [image of A button] to start!". So it's clear it's just using hacks on a game-by-game basis, not focusing on the actual console instructions itself. So rather, Cemu is just simulating most of the common games that are played. It may start out as amazing at first when developed, but it slows down a lot over time.

How does that mean that it's relying on game-specific hacks? Mario Kart 8 having errors seems like more of an argument for it not having hacks for popular games.

Maybe "Press to start" is a single text field, with the button overlaid as a texture. Maybe spaces had the wrong width (or multiple spaces are forbidden like in this forum), and they were lazy and just put the letter P there. Or maybe the button icon is actually encoded in a font, but this font isn't loaded, and the letter P is the fallback case.
