No, everyone is not. I can run 1080p on a 3570K at stock (which is 3.2Ghz or 3.3Ghz, not quite sure), whereas my current 4690 which runs at the same 3.5Ghz as yours runs lighter games at 4K no problem. I have to say that I haven't played SMG so I can't offer any direct comparison, but I'd imagine that for example Xenoblade is a bit tougher on the CPU than Galaxy.

For all that's holy and unholy, don't upgrade to a 4790. That's just wasting money without any real improvement to performance. The only real upgrade that should be considered is to a 6700K but even that is a waste as your current CPU should perform better than fine. There is just something really weird going on that holds your PC back.

As to actually solving the problem, I think you haven't posted the specs of your PSU yet. It might be that the whole power supply has actually stuck itself in low-power mode. Someone already mentioned MSI Afterburner; you should download it (with RivaTuner) and post both your CPU and GPU load levels as well as your power draw.
Thanks everyone for your help, I really appreciate it.

My power supply is Coolmaster GX II 750 W. I have HLE Audio enabled.

Here's 4 screenshots, one was at native settings, not moving at all. The other three were when I noticed the game get super slow and laggy, the last one with per pixel lighting enabled. Oddly enough, when I would alt+tab over to MSI, it seemed like the game sped up, and immediately when I went back to just Dolphin, it got slow again. No idea if that helps at all but it was something I noticed.

Native resolution, not moving:

1080p, entering a level, got really slow:

1080p, Mario moving, got really slow:

1080p, per pixel lighting enabled, gets slow at game start up, starting new levels, and when there's moderate amount of on screen activity:

One other thing I noticed is, I think the game is faster windowed. It's still at 1080p and takes up the whole screen except for the very top, but it stays at 60 fps much more than when it's completely full screen. Strange.
That is very strange. You should be able to run the game without an issue.

My last guesses would be to try the Direct3D backend, or see if it runs well in Linux.
Direct3D makes it just go to a black screen. Sad Oh well.
So I just got am EVGA 6 GB 980 TI.

Good news is--- it's WAY better.

Bad news is--- it still slows down once every few minutes on 1080p.

Whenever Mario goes flying through space, it slows down, and when there's a lot of motion.

Are my expectations too high? You guys really don't have ANY slowdown?

I was already getting the TI, I didn't get it "for Dolphin," so I wasn't expecting it to fix anything.

I may upgrade my CPU soon, again, not "for Dolphin," but maybe it'll help. Pretty strange though, according to you guys I should DEF be able to do 1080p without the slightest hiccup, whether flying through space or not?

Edit: Okay, I went into my configurations, under General I changed the full screen resolution from Auto to 1920x1080, and under Enhancements I changed the Internal Resolution from 3X native for 1080p to Auto (Window Size). I just played a whole level of Mario Galaxy and I think I only heard one milli second of slow down in the music- that's it!! Wow, that was great. I still remember playing Dolphin years ago and being so sad that first party Nintendo titles didn't have good support for the music, but this is great. I can replay all my favorites in HD. I'll post again if I have issues but I think and hope things are good now.

Edit again: Okay, I'm getting 25 FPS in Skyward Sword. No idea why... Also, I got a Dolphin Bar. Pretty cool, easy to set up. But it's aim is way off. I have the bar on top of the TV, the switch is flipped to "top," in dolphin it says the position is on top, but the pointer isn't looking anywhere close to where it should be. Any way to fix this? Also Dolphin says no bluetooth device is detected, is the Dolphin bar not considered a blue tooth device?

I think at this point I'll just make another topic since I'm branching into different kinds of problems.
I'm trying to do the benchmark test located here https://forums.dolphin-emu.org/Thread-new-dolphin-cpu-benchmark-no-game-required but when I try to open povray.elf, my PC doesn't know what to do with it. I'd like to see how the results from the test. Can anyone help me with this?
Use the Open dialog in Dolphin to open povray.elf.
