I should have made this more clear but my first post and in my signature are the specs I already have. Mario Galaxy lags at 1080p with my current setup. Just looking to replace my gpu and cpu.

Your specs SHOULD be fine, it's one of a few possible problems. (OOPS I wrote shouldn't instead of SHOULD, confusing!)

-Dolphin Settings

-Dolphin Build (have you tried latest dev?)

-Clock speed, an issue that can't just be bought away.
Dolphin is extremely clock dependent, it's only using 2 cores. Buying a new higher end CPU won't help in most cases because they are usually just adding features your not utilizing, what you need to do is get 2 cores running as fast as you can. And the trend of CPUs atm is lower clocks, more cores and HT which doesn't help gamers in most cases.
This is because we've reached the thermal and material limits of silicon based processors, they can't make faster cores as easily as they can just add more slow cores. The problem is game developers are too lazy to do the extra work needed to utilize HT or more than a few cores.
(ideally it would be great if we could parallelize these cores on the hardware level but that's another discussion and the benefits would only be to single applications speeds not multi application speeds.)

-From experience 4ghz is the minimum clock requirement for Mario Galaxy. If you look at the wiki page everyone who's tested it has been over 4.4ghz, except for someone who used a non supported dolphin build.

You GTX 770 should be more than enough, I've played Mario Galaxy on a 650 using an i5-2500k under Win 7 at 1440p and it ran buttery smooth.
Haswell is 30% faster than Ivy Bridge in official Dolphin Benchmark
i3 4130 @ 3.4GHz is as fast as i5 3570k @ 4.4GHz
https://docs.google.com/spreadsheet/lv?key=0AunYlOAfGABxdFQ0UzJyTFAxbzZhYWtGcGwySlRFa1E#gid=0
So a 3.9GHz G3258 should be faster than i5 2500k @ 4.4GHz
The reason why you get worse performance than your other machine is your r7 250
Mario Galaxy is a gpu demanding game and it has been proven before
If you don't believe me , you can pair gtx 660ti with G3258 and try again . I'm sure you will notice the difference
The R7250 only reaches about 70% peak atm, the problem is mostly driver related I need to bench it under windows.
I know the R7250 wont run it at 60fps but neither is the current g3258 clock capable of it.
I didn't say it was my CPU exclusively, The space/power restriction of this build is the reason I've had to stick with the r7250.
It's the first SFF build I've ever done, it turned out way more fun but challenging then just sticking high end gear in a big black box.
If only it fitted a dual slot cooler, that would open up a wider range of GPU compatibility.

I'm also not pairing a 70$ cpu with a 300$ heater card, my emulator sits in the lounge room and runs silently.
My i5 at 5ghz is at my desk and heats up the room after a while.

All this aside, OPs specs are still over the i5/660 combo so it should run fine.

You shouldn't need to. That's weird. You should try to diagnose it instead of upgrading. Upgrading now GPU wise isn't smart. Your CPU should be fine for even the most demanding games.
Actually, 16GB of RAM does have a use specifically within Dolphin: Prefetching custom textures with large texture packs.
Hmm... Very strange.

I went ahead and tried Donkey Kong Country Returns at 720p. Same thing, but not as bad. Laggy, very noticeable.

I don't think my Dolphin is the latest developer build, it says 5.0-rc-34. I figured I'd have better luck with the latest stable release but should changing it help?

What else should I try? Is overclocking my only option? If so, guess I better learn how to do it.

Can you open task manager and show a screenshot of the performance tab?

For Super Mario Galaxy, a major advantage with the development builds is that you can use DSP HLE (which has better performance than DSP LLE) without getting audio glitches. Other than that, the development build is not significantly faster, but it does have some improvements.
That's weird, I can run Donkey Kong Country Returns on my system at 2xIR without lag.
Might have to try a different build like people have suggested.

Also I have an odd performance gain when I turn off idle skipping, so maybe just try various settings and see if it has an effect.
