Yes I'm sure, I was the one who set them and tested this out. I even double and triple checked my settings to be sure, just as I mentioned above.
I am unsure how long it's been like this, I just took notice of this recently since I've been quite pre-occupied with other things. It's very difficult for me to provide additional information, I don't have a decent enough internet connection to download several builds to check which build might of caused this.
If someone else wants to test, the commit where everything was moved to VideoCommon, and OpenGL API call reduction might be good starting points. I can help test what I can, so I'm going to check the revision prior to both these commits.
I tried going back as far as 30 - 40 revisions, to a revision prior to one of the OpenGL commits. However this problem was present in that revision as well so I take that it's been like this for a while.
May want to look at some of the commits John Peterson made when he went on a commit frenzy that royally messed up some things. If I remember correctly, I don't remember seeing these problems until after John Peterson made those commits.
I'll try to test out some more revisions prior to the OpenGL commits to see if any of the commits pertaining to the OpenGL plugin are at fault.

I'm trying to test what I can, it's doesn't help I have a crappy internet connection which allots 425 MB per day else I get throttled to less than dial up speeds for 24 hours if I exceed the 425 MB daily threshold.
Yeah, I wouldn't recommend satellite internet or Hughesnet to anyone as it's just that bad.

none i have test over 15 revs and its the same but this weekend im not gonna be im my house im not testing any more in some days
A small update, all of what was mentioned in this thread was broken between revisions 4033 and 4068, I'm willing to place my bets that it is the John Peterson commits that broke the graphics.
Since I don't want to rush in and make wild accusations without proof, I will continue testing all commits between 4033 and 4068 to provide an exact revision number that broke the graphics and effects.
