Okay,my username matched the email name as per GoogleCode's design,and I got it changed to be my name from here.

Edit: Issue is created and I attached my ini file onto it.

Edit: YAY! Glad to see it didn't require a bunch of changes to fix.
All it needs is "codehandler.bin" and "totaldb.dsy" downloaded from github via the raw button after clicking on the names,then placing the files
into the dolphin-emu folder.

Now Cheats works in my device and I am going to provide that file here is the link:[removed]
Just extract this file into your dolphin-emu folder
And edit the dolphin.ini and enable cheats in your config
If your cheats doesn't work for you than you use this version of dolphin emulator v5.0-1026 it will definitely it's worked for me

Bumping threads this old and recommending old builds without a particular reason is against the rules.

Also, just in case anyone tries to use that information: The file in the link only affects Resident Evil 4. Also, if you are using an old version such as 5.0-1026 (but not if you are using a modern version), you also need to add the codehandler.bin and totaldb.dsy files, which are not included in that link.
