Im playing galaxy 2 and it is a pal dump. I have pal60 unchecked, but still runs in 60fps mode. I am positive that it is EUR, at intro screen it asks me to goto wii menu to adjust for 50/60 mode. The same thing applies to another pal dump that I have for GC, but it is running at 30fps instead of 25. What option might I have missed to make it run in 50/25 mode? Also, does running in the lower framerate pal mode help with occasional slowdowns in really heavy action and graphically intense scenes? My system does quite well and usually stays at 60 no matter what I throw at it as long as it is 720p internal render, but there is still the occasional brief slowdowns.
Yes, running in 50 Hz mode will give you better performance, because the game will be stuck in a perpetual state of slow motion (unless the game implements frame skipping in 50 Hz mode, in which case the gameplay will be choppy but at full speed). If you've set 50 Hz mode in the Wii settings but still get 60 Hz, it's possible SMG2 is one of the games that doesn't support 50 Hz mode. (A few PAL games do require a PAL60 TV.) I'm not sure if SMG2 is one of them, though.

So I will need to install the EUR wii menu and toggle it to pal50 in order to play at 50fps, or should just unticking pal60 in gfx options be the only thing that I need to do?
I'm afraid someone with more knowledge of Wii games will have to help you with that. I only know that you can hold B to enter PAL60 mode on GC games, but I don't have any PAL Wii games and thus don't know how to toggle them.

That's common for older consoles, but not GC/Wii.

Unticking PAL60 in the Dolphin settings does the same thing as selecting 50 Hz in the Wii Menu.
You're using 5.0 RC27 ? If I'm right 50Hz issues are fixed with this one.
I like to use 3.5 unless the game I am playing has issues with it, it seems to run faster and smoother for me. I tried rc27 and it still runs at 60. However, I tried pal version of Punch Out and it runs at 50. It only seems to force 60hz mode in games that have the intro screen that tells me to go into wii menu to select 50/60, which Punch Out does not. Is there anyway around this? If there is no noticeable gain in performance or image quality by switching to 50hz then I suppose that it is unnecessary. I am just wanting to test it for myself.
Do you have PAL60 enabled?

No. It is unchecked in dolphin options - in all versions that I have installed.
There are some games that try to be too smart. They'll run in PAL60 even if they don't get told to because they think the display can handle it.
Also, running in PAL50 won't make the games run faster. That myth was busted years ago.
