I had a look and I don't get it, How do you know what to set the multiplier to. I set it to 39 T whatever that is.

Any ideas

Lots of testing to see if the device will actually run stable at said multiplier, lowering it if it crashes/BSoDs/overheats. Once you get to a point where it runs stable and the temps don't scare you, you're good.
What custom textures mod do you use?

Maybe it is too heavy for your GPU to load without any performance loss.

Good point, I do use the texture pack from hypatia but I did a batch resize on all the images by about 30% and that helped as I don't need massive super high quality textures and It still looks great, I can't even tell the difference.

I was mostly just looking for things I can change in windows that would help.

A few years back disabling stuff like Aero would help performance, no idea if that applies to Dolphin though.
