I'm getting poor performance on a computer that should be able to run dolphin. It even runs minecraft at 50fps.
Specs of the computer in question:
Intel i3 - 4 cores @ 2.3GHz
HD 3000 graphics
4GB RAM
I get about 2-4 FPS in any given game with this setup, which is strange, because I get 25-30FPS with the following computer, with the exact same dolphin settings (native resolution, no fancy stuff turned on):
Intel i5 - 4 cores @ 800MHz (underclocked with power saving)
HD 4600 graphics (underclocked with power saving)
I don't see why something that's so much slower should be out performing it by so much, there's clearly something wrong somewhere.

Try the latest development release. Don't use stable.
Do you have your GPU drivers installed correctly?

I realize that MC is not a great benchmark for dolphin, but the 50FPS vs 2FPS is suspicious to me.
I am using the latest version of Dolphin
The HD 3000 graphics is displayed in the upper left corner when I boot dolphin.
What is the model number of your CPUs precisely? There are tons of i3s and i5s.
Also, have you checked if you were in performance mode or power-saving mode (assuming you're on Windows)? This can make a huge difference.

MC is real light on the CPU/resources in comparison to GC/Wii emulation, so much so that one can get MC to run fairly well on old Dell/IBM PCs from ~2001 (and I'm talking about the low-end stuff they'd give to public schools).
Anyhow, I'd also suggest turning off any power saving features or setting your PC's power profile to high/max performance (whatever it may be called)
Your CPU core should be set to JIT.
Toolbar -> Config -> bottom of first tab
Your GPU backend should be set to D3D or OpenGL.
Toolbar -> Graphics -> top of first tab
Use CPU-Z to find the clock speed when Dolphin is running. Use taskmgr to find how much %CPU Dolphin's using.
And why do you claim to have an i3 and i5 in your post, and an i7 3770K in your profile?
Go to Config and change the Framelimit from 5 to Auto.
At one point, you had it set to Audio, and since Audio framelimit was removed between your old version and the 5.0-rc build you're using, it tried to load the slot #2, which was now 5 fps instead.
