If money is no object I'd suggest throwing in a Samsung Evo SSD as well.

And regardless of the budget I'd not recommend a 3.5" 5200 RPM drive.

Definitely throw an SSD in there for the OS, it's very much worth it and grab a 2TB(+) Barracuda or something for data storage.
I'd also step it up from the GTX960 especially if you're going to be playing PC games. At the very least a GTX970 or the AMD equivalent, but it also depends on your monitor resolution and general preference of graphics settings, eg very high, high, medium, etc.

Yeah, an SSD is pretty worth it, but lols at the gpu part.
Yes, typically spending more money on a gpu will make games perform better.
Why not just recommend a Titan X!?

Most benchmarks put the Titan X in front by a reasonable margin, although a couple of reviewers seem to have got golden samples that boost really high. Either way, the issue here was that we might be unnecessarily inflating the OP's budget.
Anyway, an R9 390 is looking to be a better buy for the cost of a 970 to me right now as it's more powerful. The (smallish, if it exists at all) drop in Dolphin performance doesn't matter with that level of GPU performance, as it'll handle silly resolutions with ease anyway.
