It looks like it's just the game not running full speed.

I know Mario Party 4 isn't able to run at full speed yet, but if I'm able to run the game faster by turning GPUDeterminismMode to "fake-completion", it's probably telling me that something is wrong with Dual Core since "fake-completion" normally makes GC/Wii games run slower than "off", not the other way around.
Sounds like it just means you're CPU emulation bottlenecked

Would it mean that the CPU is doing a lot of work while the GPU isn't doing much when using Dolphin Emulator for Android? If so, would it be possible to fix this issue so that games such as Super Smash Bros. Melee and Mario Party 4 won't lag as badly anymore?
...Working on it.

That's great news! Big Grin
I've uploaded another video that shows "fake-completion" making the intro of Mario Kart: Double Dash!! run faster than "off" (https://www.youtube.com/watch?v=xiAqWLDPnXI).
That intro video is CPU emulation limited, so I don't know how much that really helps...

If the intro to Mario Kart: Double Dash!! is CPU emulation limited, then I'm not sure why "fake-completion", which is supposed to be slower than "off", is making the intro run at better FPS than it normally was.
