Resident Evil 0 Is listed as perfect but mine seems to crash at random times.

Enabled:
Dual Core
Advanced Settings(All)
VSync
Anisotropic filter x1
Bloom Hack
Safe Texture Cacher

Disabled:
Idle Skipping
Other Audio
Enable Cheats

I used rev 4238 and 3972. Any other settings or revs to use?

Intel Core 2 Quad Q6600 2.4GHZ
Supports SSE2
Running windows in 32bit
P5KC Motherboard
Radeon HD 4850
3.25 GB of RAM

Did you try around with various options?
Also it may be worth trying previous versions of dolphin.
You can try several from here:

I for instance noticed that Spyro: Dawn of the dragon works nicely up to version 3831, versions 3841 and 3851 have some graphic issues and any later crashes soon after start.
So it may be your game was reported working perfectly in a previous revision, but some change or bug introduced later causes it not to work anymore.
