or can be found as Lenovo Thinkpad X131E i3-3227u (Around $370 on amazon) in the US.
I don't recommend you buying this one for dolphin because theres many better laptops around at the same price as I bought it just because it's small.

try ask him about his maximum budget.

What? It's x86. Not ARM. Intel doesn't produce ARM chips

They do for phones and tablets, JSYK. But desktops, no.
this is a laptop, not a desktop

No they don't. Their Phone and Tablet chips are x86 as well. Educate yourself please.
sass in the house. no need to be rude
There are no $300 laptops no the market that run dolphin well, I can assure you. That's practically the bare minimum cost for a functioning x86 laptop. To get them down to $300 they have to cut corners EVERYWHERE because that's such a ridiculously low cost. That means using bottom of the barrel parts for everything, including the cpu. Dolphin needs a good cpu to run well and you won't find one in a laptop that cheap because $300 is about how much good mobile cpus cost by themselves. Your only hope is to raise your budget or buy used and get lucky.

That silvermont chip has lower ipc than a core 2 generation cpu and a low clock rate. It will have performance in dolphin similar to a desktop Pentium D from 2005/2006. No where near fast enough. That ivy bridge based laptop is dramatically faster but it's also $70 more and still fairly slow by dolphin standards. You really need a haswell based chip to run dolphin well on even a midrange laptop.
Ok so his budget should be around 400-450 bucks, but he doesnt plan on getting it now
Why does it have to be laptop in the first place ? If he build a desktop , $400 is enough for a powerful rig
The funny thing is i literally just suggested him a 460$ amd based build, because i think he wants to play more AAA games that only a quad core can do
