You have a similar-ish system to me (i7-4710HQ, GTX 860M), and I get 60FPS constant in SMG2 at 1080p (really demanding)... I would think that Brawl (especially at 1x IR) would run at constant 60FPS.
That specs are more like of a multimedia laptop than a gaming laptop. So, as in all multimedia laptops, your system maybe overheating and throttling to control the high temperature, resulting in low performance. Check your temperatures while running Dolphin with RealTemp or other app of your preference. If overheat is the issue, you may try to replace your thermal compound with a good aftermarket one...
mmmm im not really overheating when playing games, especially dolphin.

alright i switched around a couple settings and for some reason its now running at 60 fps like wtf..
