Well, I can't get anything more expensive than what I currently have. I just asked about my hardware because I was curious. And I decided to get r9 380 instead of 280x because its cheaper. I guess 60 fps Sonic Colors is a dream for me.
EDIT: I have a really dumb question. Can I play Sonic Colors in 40-50 fps without any problems.

How much is the CPU and GPU costing you? There are good deals to be found. You may get something better for the price.

Emulation is not like PC games. If it runs slower than full speed, the game runs slower instead of just showing less frames. A 60 fps game at 40-50 fps is just unenyoable.

You're really underestimating i5-4590. I could play Sonic Colors mostly at full speed with AMD Athlon II X3 440 @ 3.0 GHz and 4590 is just a little less powerful than my current i5-4690k. You should be good with that. It's even worth trying 60 fps hack.
