Yeah a benchmark tool sounds cool. Don't know how exactly it'll work but it should definitely be handy for comparing different revisions and Ishiiruka.
I'm not certain of the need for stable releases either, but if I had to guess it'd be that it's a great opportunity to have everyone come together and fix a bunch of bugs instead of adding stuff that may further complicate things. That way people can build on a more stable base from that point forward. Now, starting with 5.0-stable it seems that feature development hasn't been cut cold turkey but this same principle should still apply.

That's correct.
While Dolphin Bar support is there for at least the Windows version, it does seem to be missing from the 5.0 RC on OS X.
OS X dolphinbar support was added in 4.0-6915
(progress report entry). It just barely missed the cutoff (4.0-6727) apparently.
EDIT: Endrift informed me that they specifically told Armada to not merge the OS X dolphinbar fix into the release candidate. They said it was a completely new feature and so the possibility of regressions elsewhere was just too high. Considering how few OS X testers we have... that is definitely a valid point. Oh well...
It is a pity but I suppose the subset of people who:
1 Use OS X
2 Have a Dolphinbar
3 Feel the need to run 5.0 stable over the latest dev release
has to be pretty small.
the whole idea behind stable versions is to make as little compatibility issues and bugs as possible, so even if that subset is small, the issue should be fixed, conisdering dolphinbar is required for a few games.
