A: You can always get the latest beta (work-in-progress) version from here:
https://dolphin-emu.org/download/list/stable/1/
NOTE: These versions are more stable than the 'development' ones.

Q: What should I expect from 5.0? Is it going to be better than the current stable version (4.0.2)?
A: Better in every way possible (performance, stability, compatibility, accuracy, usability, features, enhancements and even looks).
Once you upgrade to 5.0, you'll never go back to an older version.
You can try it for yourself even now. Just download the latest beta version from the link above and compare it to 4.0.2.

NOTE: It's the 'stable' branch, not 'development'.

Thank you! this answered some of the questions in my OP  That list isn't nearly as big as I expected it to be, but I'm sure the small list only speaks to how hard those bugs must be to resolve :/ .
Still, I'll be looking forward to it!

i didn't know that there was a stable 5.0 FAQ. Is it actually a priority for the devs?

There's no 5.0 FAQ, it's just more random stuff made by kirbypuff and written in a way pretending to be something official. However, we can say that devs are working in a new stable release as there's some recent activity about it in GitHub. However, it's all speculation, at the moment there's no official announcements or anything like that...

From the conversations in IRC there is a strong push to get 5.0 out soon™.

The problem is there are a lot of blockers which can't be released with 5.0, and nobody's had the time to work on them. If you can, help!

That said, the dev branch is almost always VERY stable and I've used that branch for a very long time without issue.
