turn off "USER PANIC HANDLERS" under INTERFACE SETTINGS in the Dolphin Configuration (OPTIONS - CONFIGURE...)
i still get stuttering during gameplay. ive tried every audio options/hack i could find but no dice.
Can somebody please reupload the save file?

Just an update this game is still fairly broken on Rev 6298. However it is now pretty playable through most levels in a good sync with the video and music. There is still the problem with the sound repeating when missing a note or go back in the menu but it slowly improving as the emulator is being improved.
The people that DO have the know-how wont give it to you. Something about pirating the music or multitracks. But blarg has cracked the encryption on The Beatles:RB AND post 09 DLC.
Using Rev6486 32bit, the loop back sound problem has gone. with the recent work by mylek4 and this game is now very playable, notes are in time with music and can play the songs all the way through.

ah, Sogg Nomis already said it. it was news to me when I just tested the game after a long while and it was running so well

there's still the issue that the game cannot create a save game...however, you can still go ingame and play after that.
One thing I found curious was that after choosing "local play" and "deactivate online play" (or whatever it's called), Dolphin tried to connect to the internet, or so my windows firewall said O_o
I didn't even know Dolphin could connect to the internet o_O

The game is running Really good!
It`s 99% Playable ( there is a half secound lag every 50 secounds but it`s not a problem at all

I remember back then when this topic started I tried to run it on Dolphin-r4157 and it was horrible... lag everywhere, all the sounds were looping over and over and if you somehow manage to get into the game itself and start playing a song you musn`t even miss a single note because the emulator could crash... a tottal nightmare! BUT Now with r7436x32 everything is running as smoothly as possible!

The Game is now fully playable and SAVES now fully implemented perfectly with Dolphin-rv3.0-631. Some songs lag in certain sequences which don't appear, or rather, appear much less with Dolphin-r7511. I get better playability with Dolphin-r7511, however, the save function is not implemented properly. If r-7511 can be recompiled with the SAVE function implemented I think these type of Games would now be considered fully playable. Here's a drink to the devs that give their time and devotion to this project. I do hope we can finally close the issues that make the ROCKBAND/GUITAR HERO not fully playable on the PC.
Dolphin brings us entertainment we would never had enjoyed if not for the commitment of the devs, that have made it their passion to bring this emulator to the PC and make it the most perfect emulator we could have.
