What does it do if you use Dolphin's cpu overclock feature? It sounds a bit like a variable framerate game.
Does the intro cutscene of this dude pouring champagn and starts drinking it also run like a slideshow for you?

Tried it and still getting speed issues with both overclocking and underclocking. It is a weird one...

Sure does! Improved a bit with EFB CPU access disabled, several other instances still run poorly however.

Interesting. I wonder if it's a timing issue, or perhaps something to do with idle skipping.

Does disable idle skip or single core improve things?

The game is altogether too slow with either one of those things disabled, but slows down further all the same during problematic moments.

Lol! The dude's taunting the dev. and users that this sucker can't run stable by pouring champagne at your faces.

On a serious note though, could this game be categorized as demanding since even a high end CPU still struggles? I doubt it's something that the overclock feature would fix. Nevertheless have you tried disabling EFB through the ini. even though its disabled in the config and see if that helps? I wouldn't know I don't have this game to test it out.
It's probably not right to categorize the game as demanding until we understand why, since it could be for a specific fixable reason.
