Well is there any drivers that work on something like pj64 with c-stick and rumble support?

If you want to use C-stick as a primary analog stick in-game then that's impossible to configure such things with Dolphin's native adapter support. ExtremeDude gave you another URL that will treat GCN adapter as a generic controller for Windows and thus allows you to configure it the way you like, but you will miss out the rumble support.

well, i installed dolphin and played some games with it with my keyboard and mouse. So i now bought a wii u adapter and i plugged it in. I used the installation tutorial on the dolphin website but it dint work. So i tried chadtronics way https://www.youtube.com/watch?v=Q0-qY-nEVWA
Now here is the problem when i use Chadtronics way i can calibrate the controller and use joytokey to play steam games with it thad worked. But when i go to dolphin it could not find/connect with the wii u adapter so i tried again and uninstalled and with different versions. But still no sign of the wii u adapter. So i tried the way of the dolphin wiki and used Zadig

The c stick says its a rotation rather than a axis. is there a way I can make it a SECONDARY stick?

It looks like you're in the middle of configuration for vJoy or in the game controller's properties.
Dolphin doesn't need it.
What Dolphin actually need is:
-Driver for adapter installed through Zadig
-GCN USB Adapter software not running
-Enable adapter and GameCube Controller ports in Dolphin's controller settings
When you've met the requirements above, THAT IS ALL THERE IS! You should find yourself unable to configure the buttons/analog sticks on the GameCube controller. Just start a GCN/Wii game and you will find out. Dolphin will take C-stick as a secondary analog stick much like you've asked for.

but I want to use it for something other than dolphin. I tried it on project 64 and could not get the c stick to work.
