BTW, there are some i3 with hd4600, like i3 4330 and 4360, I think that will be the better option.

if you're going to spend more money on a cpu because of the igpu, don't. go with a cheaper cpu and get a dedicated gpu. Intel gpu's in the HD series are generally (garbage)
Yes, intel onboard solutions are cr*p.
But... the point is, I can't put a dedicated gpu in my case. Is a mini build.
Last week I'd build an amd am1 5350 for htpc, mame and other emulators. With dolphin out of the question, but I tried some mario party games and they are running at 40fps sometimes 60 to my surprise.
So if I can exchange this build for an intel i3 or g325x solution and run 4 or 5 dolphin games at 60fps 2x ir I will be more than happy. I have no plans to run heavier games.
For my dolphin needs I use a 4770k and a 970
