Regarding emulator performance does the shield console still have speed issues
in games where it'll slowdown fps by 25-50% then a few seconds later run full speed or is able to always able to maintain a solid fps without any slowdown jumps, I don't think it's a cpu/gpu governor issue but more of a cache memory / buffering issue on ARM7.

A lot of games don't run at full speed, but I haven't really seen the issue of it running fast then slowing down by 25-50% for just a few seconds then returning back to normal speed out of nowhere.  It seems to run at a pretty stable FPS (whether that be full speed or half speed or somewhere in between) with most of the slowdowns occurring when there are a lot of character textures on the screen at once.

gta: lcs seems like it has a lot stutter and texture popping whilst your peace walker video has stable fps
without any fps drops, for me on arm7 I get the speed issue in peace walker,
with f1 2009 the speed issue happens all the time every 30 seconds or so on the psp version,
is it possible for you to try both psp and wii versions?
it's odd because in another racing game motogp 06 I don't get any speed issue.
Im thinking of getting a shield tablet or xiaomi mi tablet both tegra k1 devices. Im wondering Are ony of these compatible with the new buildbots?

No they do not. Build support for ARMv7 (the kind of cpu in nVidia K1) was dropped because it was not fast enough.

If you game a lot the SHIELD wins,  if you have interest in doing other stuff like productivity related activities,  the Mi Pad with its 4:3 display could be better.  However the Mi Pad also requires some software finagling to get google play working and get everything working.  Also Xiaomi basically never updates the android version,  and while they do issue freuquent updates for the rom for existing features,  they aren't quick to jump on the latest software.  I personally would recommend the SHIELD as it works out of the box and is better for gaming, which is why you would buy a Tegra K1 device anyways.
ios is always better in emulators, use less resources.

Some dev starter porting the ps2 homebrew (ps2 emu) for ios. The Apple iPad Air 2 is perfect for it.
Testing build will be available next month.

Performance wise yes,  but distribution is unreliable and generally impossible on stock software.  
Think im just going for a nexus 9 now.at least il have access to the latest builds and have a tegra k1 device aswel.opinions??

It's actually worthless as a Tegra K1 device.  Without desktop OpenGL support most Tegra apps will crash,  and the ones that do support the N9 have reduced performance.  It's a question of how much you really care about the emulation,  especially at such an early stage.  If you really want to emulate and game the OP nvidia shield TV is your best bet.  Otherwise the Nexus 9 and Shield tablet require you to pick one or the other.
