what should i get to run melee on netplay better with 2-4 people? i have a budget of about 65-130 dollars.

my computer specs

Processor: AMD A4-3420 APU with Radeon™ HD Graphics (2 CPUs), ~2.8GHz

Your laptop is simply incapable of running dolphin. 65-130 dollars won't help either. You'll need a new laptop to run the game. You'll have to have at least a 3rd or 4th gen i3/i5/i7 processor to run the game at full speed on a laptop which will be like at least 400 for a used laptop. You'll get much more performance for the cost buy building a desktop instead. You could build a new pc which will be good for everything including dolphin and be upgradable to futureproof for 450. that's not true. you can get a z97 board and a G3258 for less than $200 iirc, and that'll give you a huge boost in Dolphin
