So I was running Xenoblade the other day. It played perfectly, save a few small lagspikes when the game spewed out fancy effects. No problem there.

Then I ran Okami, and speeds dropped to 60% as soon I fullscreened the game. I was using default settings.

Can someone tell me what part of my desktop would be causing the slowdown (again, using default settings in fullscreen)?

Intel i7-3770 3.4GHz
16GB DDR3 RAM
GeForce GT 640

If I remember correctly , i7 3770 stock speed is 3.4GHz and it has turbo boost up to 3.9GHz . How the heck can you make it run at 2.4GHz ? Typo ?

Well... Unlike Xenoblade , Okami is a demanding game . Your CPU probably is not fast enough for it
Use realtemp to check your CPU clock speed when you run Dolphin . Make sure it not overheat and it must run at 3700MHz (3.7GHz or above)
