It's a very new architecture with unoptimized drivers, that's why.

Sure, those cards are a bit overpowered for Dolphin. That's why I recommend the relatively cheap R9 270. It can even do the above ^^ (up to 8xIR when overclocked).
But with Ishiiruka's new (high-quality multi-pass DolphinFX / SSAO + DoF) post-processing shaders, things are about to change.

Zelda WW requires EFB copies to Ram , it's not really a light-weight game .
Your CPU is weak , very weak for Dolphin . That's why Zelda WW doesn't run full speed on your system
The first thing you will need to upgrade is your CPU , not your graphic card

Are you comparing a PC game to a GC game which does not run directly on your system ? PC game run directly on your PC
When you run an emulator , your PC will try to be the game console , not the real console itself
