Hello everyone .

I am new in this forum, I want to say first of all that english is not my native language, but I'll try to explain my problem, so please have a little pattience.  Cool

The problem is, every game I try to run in the emulator run slow , performance decreases from 100% to 45 % according to information showing the emulator window .

Here are the specs of my pc.

Processor: Intel Core 2 Quad Q9300 2.49Ghz

RAM: 6GB DDR3

GPU: GIGABYTE GeForce GT 630 2GB DDR3 810mhz (core clock)

Board: Asrock G41M-VS3 R2.0 (very bad i know)

I do not know if all these components games should run me well, or if my hardware is insufficient, or whether the problem is the configuration I have searched the net at several times and none has helped me.

I appreciate your help.
it's a CPU bottleneck, you're going to have a hard time running games at full speed with those specs. You can try using the performance guide on the wiki
He should be able to get a good number of games at full speed, even some Wii games like Mario Kart Wii & Brawl.

Make sure you get the newest development build, NOT the stable one. https://dolphin-emu.org/download/list/master/1/

Under Graphics: Backend, choose the one which is faster for you, I think Nvidia likes OpenGL? Disable Vsync and anti-aliasing, Anisotropic Filtering on 1x under "hacks" enable all 3 options on top.
Texture cache on fast, and a check under XFB to disable it.

Under Audio:
HLE and a backend that works for you (Xaudio2 for me)

I don't think so . Mario Kart Wii is GPU demanding game , his GPU won't cut it
His CPU is too slow for most games anyway
Overclocking will help but unlike modern CPUs , Overclocking Core 2 Quad is not safe due to BCLK (Base clock overclocking)
I don't know much about Nvidia, but isn't his card better than mine? I can play Mario Kart Wii in 60fps, it drops a lot of frames when choosing a cup and map but the races run perfectly.
I can play a majority of my games at full speed and very little to no drops even with my CPU, which by the looks of it, is an older version of his.
GTX 960 is high-end , your GPU is also high-end
GTX 750TI and AMD 7850 are mid-range
GTX 750 is low-mid range
GT 630 < GT 640 < GT 740 < GTX 745 < GTX 750
Ah, didn't know that, these numbers are all so damn confusing xD

It's a high-performance card, not high-end.

high-end = GTX980 / R9 290X

GTX980 > GTX970 > GTX960
High-end for Dolphin since it can handle 6xIR + AA in SMG
Yeah , i didn't believe it can do that (GTX 960's memory bandwidth is kinda low ) ...until i saw proof
Memory Bandwidth's law doesn't apply to Maxwell Version 2 due to their latest compression technology
The R9 285 also has the color / bandwidth compression feature combined with much higher memory bandwidth / wider bus, and it's still a high-performance (not high-end) card.
