As the title says "How do you create Textures", I want to create textures for a game but I don't know where to start, Do I need to be some sort of photoshop or paint whiz.
I couldn't see any tutorials on here so could someone help me out.
Yes, you do. HD texture projects are solely the result of specific artists' visions for what an old game would look like with high resolution textures. Since Dolphin allows you to load external textures without having to modify the game ISO, you don't really need much technical experience to reskin a game, but you do need the artistic skill to create new skins that people will find aesthetically pleasing.
