What's your budget? We can help you put it together and get the best deals.

The non-K versions aren't as future proof because you can't overclock, but should be fine for Dolphin.

The problem is, I live in Brazil and electronics/consoles sometimes get ridiculously overpriced here, and the market isn't as accessible as in EU/NA. On top of that, dollar right now is terrible (R$2,95 for us). I suppose I could import something, but some products (such as this GP60) are only shipped within the US. My budget is probably topping around $900, so the issue is still shipping limitations by Amazon and other sites and import taxes.

Wait, 2,95? That's for every dollar, you pay 2,95 Brazilian currency? That's nothing. In my country it's 45.00 for each dollar.

If the price of electronics in Brazil were just a direct conversion (take the price in USD and multiply with the current value -- 1 USD = 2.98 BRL at time of this post) I would certainly be veeeery happy and many things would be a lot more cheap than they currently are. However, in top of that we have a high amount of taxes, resulting in a "retail" price much higher. An i7-4790K is currently priced at 330 USD at NewEgg. I did a quick search in our retail stores and the cheapest I could find here is around 1850 BRL (which currently translates to around 620 USD -- nearly twice the price in NewEgg!). Another comparison could be done during PS4 release: the sum of travelling to somewhere in NA, buying the console there and paying all import taxes when coming back to Brazil still were cheaper than buying the PS4 in a retail store here (I don't remember now what was the dollar price at that time but the retail price here was 4000 BRL -- ouch!). PS4 is cheaper now, but still very expensive compared to current NA retail prices (around 2400 BRL ~ 805 USD)

BTW, I'm not saying Brazil exclusively have the most expensive currency or taxes (like ReyVGM already stated) but yeah, taxes here are very abusive too...
what is the cost of living and minimum wage in brazil? because if it's not much lower/higher than here then that's really shitty
Well on top of that dollar equivalent I mentioned, if I order something from the USA, I also have to pay custom taxes, fees and shipping charges (depending how much it weighs). If the item costs more than 200 dollars, you have to pay an additional 50 to 70% of its price in taxes, depending on the item.

I once ordered a Panasonic Plasma from amazon, the price was $600. To be able to bring it home once it was at the airport, due to the item surpassing the $200 limit, and due to its weight, I had to pay the equivalent of almost 800 dollars. And even with that final $1400 cost, it was still cheaper than buying it at a local store.

Depending of where you're located inside the country, the cost of living varies, but I don't have knowledge of the cost in NA countries to do reasonable comparison. Our minimum wage currently sits at 900 BRL (roughly 300 USD) so it may give you an idea...

Same here, except that our quota for international purchases over the internet is only f**cking 50 USD (books and DVDs are excluded, I think, they are free of import taxes). The upside is that's not guaranteed that you'll be taxed at all -- the number of international purchases are so high that the best our local post office can do is checking and taxing random packages only. In other words, there's good chances that your international order won't be taxed at all (especially if the items are small). However, if you get taxed you have to pay 60% of the total value to the government plus an "import fee" to the local post office (this fee varies depending of the category -- electronics have the highest fees)...

Anyway guys, let's get back to the topic. If you want to continue discussing  how shitty import taxes can be in different countries, create a new thread in Delfino Plaza, we already hijacked RogerFVB thread enough...
What the hell? 45 for every dollar? O.o

And yeah... All the taxes are absurd.

Currently I'm thinking about a R9 270X OC.

Actually, I'm not clear on what my exact budget is. My current build is around 2500-2600 BRL (no cooler, no case) and I emailed my father this week telling him how much I need. Still waiting for a reply (don't live with him), if he says it's too expensive, I'm just going to subtract the VGA from the build and buy it myself. That R9 is around 800-900 BRL.

If that happens, while I still don't have the R9 270X, I'll have the 4590 + onboard, which I think is enough to play some easier games, am I right?

Brazil FTW (not).
holy shit i'm not moving to brazil anytime soon
Here's my build:

320 BRL Asus b85m-e/br
750 BRL i5 4590 3.3ghz
300 BRL Western Digital 1TB HDD
350 BRL Markvision 2x4GB 1333 MHz
225 BRL Corsair CX430

So with the cost of putting it all together (I'm a noob about that) and a discount, it's around 2000 BRL. Cheap considering it will last me many years since I'm not a hardcore PC gamer, just want a media center, mid-range games and emulators.

Not getting the VGA right now. I suppose the CX430 gives enough power for this build + a R9 270x on full load.

Someone posted this video and this other one of Super Mario Galaxy running perfectly at 60FPS with the i5 4590. Can I expect the 4590 to also run Skyward Sword/most games without any lag?

I'm not willing to get a K CPU + a better mobo for OC + an extra cooler. If the 4590 is enough, I'll just stick with it and the cheap mobo, without an aftermarket cooler. I read a developer saying in this thread that it is just as good for Dolphin as a 5930k. O_o

Just making sure I'm getting good stuff for cheap.

Considering Dolphin, at most, uses two cores (ok, perhaps 3 if you get LLE on a separate thread) it's not that surprising.

As for how well it'd perform, I'd say your CPU would do pretty well
