I know, I know...

I feel like an idiot but I downloaded 4.0-6054 and I cant seem to locate EFB to RAM because it is required for Resident Evil 4's Thermal Scope... I assume it is enabled by default in the ini...?

I apologize for the rediculousness as I am a veteran to Dolphin but I cant seem to locate it

Uncheck the EFB to Texture Only box, and then you'll be using EFB to RAM.

It's not longer required for the Thermal Scope though; that should work without EFB2RAM in the latest builds due to Paletted EFB Copies to Texture Support.
