Exactly which RVN are you using. Next, which game are you trying to play?

Depending on which rvn will determine if it has frameskip and watchdog. The 2 options are in the Config option (Dolphin Configuration). Any rvn 4000+ will have both. Don't remember how far back you go before you don't see the options but both options are in anything 4000+. Dolphin is a bit tricky as rvns work on different things which have improved or decrease speeds. We can help more if you tell us which game you are trying to play. Don't know about that video card but you not to far from my cpu. Also there are other things you can do to improve speeds.

Read Orleans rvns
Tatsunoko vs Capcom.....i just want to play it SOOO bad....but to no avail, it doesn't work lol. It just runs so slow.....my computer is being stupid >_<

also im using dolphin SVN R 4203
Sad does anyone know what is the best version to run this game, and is it truly needed for me to OverClock my cpu? because im new to it and really don't want to overclock it too the point where it frys.....
Have you already tried the watchdog setting?
itachi313, I had the same CPU as you before and I was able to play many games (especially TvC) at good framerates. Here's what you can do to speed up your games:

1. Enable Dual Core & Idle Skipping

2. Enable Optimize Quantiziers

3. Change watchdog settings

4. Use Direct3D instead of OpenGL and vice versa

5. Disable Other Audio in DSP settings

6. Use Frame Skipping

7. Enable Native Resolution in GFX settings of OpenGL
